I've a question regrding IP-fragmentation:
Is a host theoretically allowed to send packet fragmentet in multiple
packets, where each fragment has the don't-fragement-bit set?

Yes. The DF bit is an instruction to all the routers further downstream,
it's not a requirement on the sender.
